The Netherlands Business Support Office (NBSO) -Texas provides assistance to Dutch companies interested in establishing or expanding their presence in the United States market. The NBSO acts as a liaison for such Dutch companies as it actively identifies and pursues opportunities to forge partnerships with Texas businesses. Additionally, the NBSO offers its clientele information on critical business legal issues and remains constantly aligned with the latest US business trends and models. This report aims to attract Dutch entrepreneurs, investors, expanding businesses and research facilities to look deeper into Texas Life Sciences opportunities.

Governor Rick Perry proclaimed Life Sciences to be one of six major industry clusters for Texas in 2004. The sector has since grown significantly and made a major leap toward becoming a leader in research and development worldwide. The traditionally welcoming climate for business, investment, education and R&D has fueled a strong and innovative Life Sciences sector. State government and various regional agencies make big efforts to combine policy, academic research and commercial success to have a positive impact on the sector, reaching far beyond the Texas borders and into the rest of the world.

NBSO-Texas has selected the Life Sciences cluster as one of the most promising for internationalizing companies who wish to expand into the state. This report aims to identify opportunities for Dutch exporters, investors and research facilities to gain a grasp of what is currently going on in the sector beyond US regions like Massachusetts, the Carolina triangle and California.

Attributes of the Business Environment

According to CNBC’s 2012 rankings, Texas is the number one state for business. Houston is ranked the second U.S. city for global trade and Austin within the top five cities for Start-Ups. With no state corporate income tax and no state individual income tax, it has one of the lowest tax burdens in the country. The overall cost of living in metro areas falls 15% to 20% below the national average. According to the U.S. Census, Texas has the most favorable business climate in the country. Texas leads the U.S. in exports at 192.2 billion in 2008 and is the second largest economy in the U.S.

Over the last 10 years, Texas has introduced a series of targeted initiatives to earmark resources to support innovation sectors including Life Sciences to attract R&D and new businesses. As part of this effort, the Texas Legislature created the Emerging Technology Fund (ETF) in 2005 to provide Texas with an unparalleled advantage in the research, development, and commercialization of emerging technologies. Grants are awarded in three areas: Commercialization Awards: funds to help companies take ideas from concept to development to ready for the marketplace. Matching Awards: funds create public-private partnerships that leverage the unique strengths of universities, federal government grant programs, and industry. Research Superiority Acquisition: funds for Texas higher education institutions to recruit the best research talent in the world.

In total, there have been $859.14 Million in ETF investments in Biotechnology and Life Sciences Projects in the state since 2005, and an average of $4 of private sector investment in ETF companies for every dollar awarded through the program. These awards are available to foreign entities that set up Texas ventures and demonstrate long-term commitment in the state and at least one major award has been given to an international partnership that targeted, competed, and won the selection process to conduct R&D and commercialization activities in the state.

Nederlandse creatieve industrie als Dutch Fellows voor het eerst gezamenlijk naar SXSW

Tijdens South by Southwest (SXSW) Conferences & Festivals, ’s werelds belangrijkste evenement op het gebied van muziek, film en technologie, presenteert de Nederlandse creatieve industrie zich dit jaar voor het eerst gezamenlijk. Onder de naam Dutch Fellows zal deze groep dj’s, bands en internetbedrijven zich op de trade show presenteren en op een eigen lokatie lunches, netwerkborrels en feesten organiseren. Deelnemende organisaties zijn Buma Cultuur, Amsterdam Dance Event, Promotie Podiumkunsten, Eurosonic Noorderslag, Handelsroute en Next Stage met ondersteuning van NBSO Texas en NBSO Californië.

SXSW is een jaarlijks festival en congres over muziek, film en technologie, dat van 8 tot 17 maart voor de 27^ste keer wordt gehouden in Austin, Texas. Op ruim 100 podia treden ruim 2000 artiesten op uit meer dan 50 landen. De laatste jaren is SXSW uitgegroeid tot een lanceerplatform voor succesvolle internetbedrijven als Twitter en Foursquare. Fortune noemde SXSW ‘the single best place in the creative innovation world to build relationships and get to know people.’ Onder de tienduizenden deelnemers in 2012 bevonden zich Bruce Springsteen, Jay-Z, Al Gore en Sean Parker.

Dutch Fellows

Onder de naam Dutch Fellows reist dit jaar een groep artiesten en internetondernemers gezamenlijk uit Nederland naar SXSW. Deelname aan Dutch Fellows geschiedt op uitnodiging en alleen vertegenwoordigers van innovatieve bedrijven met internationale potentie worden geselecteerd. Vernieuwing en originaliteit worden belangrijker geacht dan bedrijfsgrootte of bestaansduur. Vanuit de muziekwereld nemen Buma Cultuur, Promotie Podiumkunsten, Eurosonic Noorderslag en Amsterdam Dance Event deel. Dutch Fellows zal na SXSW tevens evenementen organiseren in Nederland.

Trade show en eigen events

De Dutch Fellows zullen een stand bezetten tijdens de SXSW trade show van 10 tot 13 maart. In 2012 werd de trade show bezocht door ruim 60.000 bezoekers. In de Dutch Fellows Base, een eigen lokatie op 77 Rainey Street, worden van 8 tot 12 maart lunches, netwerkborrels en feesten georganiseerd. Op 13 maart vindt onder de naam Dutch Impact een showcase van Nederlandse bands plaats op 96 Rainey Street. Optredende Nederlandse artiesten en bands tijdens SXSW zijn Jacco Gardner, The Black Atlantic, Blaudzun, Bo Saris, Bombay Show Pig en Paceshifters. Ook Nobody Beats The Drum, dat vorig jaar een spetterend optreden verzorgde voor een volle zaal, komt terug naar SXSW. De deelnemende internetbedrijven zullen eind februari bekend worden gemaakt. Layergloss, een Haarlems internetbedrijf dat zich vorig jaar op SXSW presenteerde, werd in september door Wired gekozen tot Nederlands ‘hottest startup’.

Reis naar SXSW

SXSW is berucht vanwege de enorme toeloop op een beperkt aantal vluchten naar en hotelkamers in Austin, gedurende het festival. Op veler verzoek organiseert Dutch Fellows daarom dit jaar voor het eerst een complete reis naar SXSW voor mensen die werkzaam zijn in de creatieve industrie, of hieraan diensten leveren. Deze reis bevat vlucht, transfers, overnachtingen, een badge voor de conferentie en toegang tot de evenementen in de Dutch Fellows Base.

Eurosonic Noorderslag, the European Music Conference and Showcase Festival, vindt van 15 tot en met 18 januari 2014 plaats in Groningen. (Washington, D.C.) — Led by Texas A&M University at Galveston (TAMUG) officials, a delegation of 29 business owners, economists, elected officials, port representatives and educators from the Galveston Bay area will tour flood-control projects in the Netherlands from Sept. 15-18.

The visit, organized by TAMUG, the Royal Netherlands Embassy and the Netherlands Business Support Office in Houston, is designed to give participants firsthand information about possible solutions to the recurring surge issue faced by all who reside and work on Galveston Bay.

Rear Admiral Robert Smith III, Texas A&M Galveston’s president, and Dr. William Merrell, the George Mitchell Chair in Marine Sciences at A&M Galveston, will lead the delegation. Sixty percent of the Netherlands is at or below sea level and two-thirds of Dutch people live in flood-prone areas. The Dutch possess more than 800 years of water management experience. During the visit, the group will observe many elements that comprise the Dutch water management system including:

• The annual test closing exercise of the massive Maeslant Storm Surge Barrier;
• Viewing the Sand Motor project that replenishes the coast, which is constantly eroded by North Sea currents;
• Tours of Eastern Scheldt Surge Barrier, the Maasvlakte 2 Port of Rotterdam extension project, a coastal dune and sea-front boulevard restoration project, Delft Technical University and Deltares.

“Given the economic importance of the Galveston Bay region to Texas and the nation, coastal surge protection is the most important public policy issue for Texas. We are grateful to our Dutch friends for this opportunity to see the best practices,’’ said Admiral Smith III.

Dialogues with Dutch experts helped in the development of the flood protection system in New Orleans that performed well during Hurricane Issac. Dr. Merrell has developed a similar protection concept for the entire Galveston Bay called “Ike Dike.” This visit to the Netherlands will provide the members of the delegation with more detailed information.

“The Netherlands and the United States share similar water-related challenges. Techniques used in the Netherlands are being adapted in Louisiana, California, Florida and New York. We look forward to working with Galveston on strengthening the flood protection systems of the Galveston Bay area,” said Netherlands Ambassador Rudolf Bekink.
